A West Haven Police Department patrol officer, on routine patrol, spotted an SUV parked at Dawson Avenue Beach around 2:30 a.m. and heard distressing screams coming from the water. Immediately, the officer investigated the situation and encountered Romney Desronvil, a 41-year-old man, with two children in the water.

As the officer entered the water, Desronvil continued to drift further away with the children, all while shouting at the responding officers to "stay back."
